You will need to run Jenkins in a way that enables programs launched by
it to interact with the desktop.

One user recently mentioned that they had success with their CI tool
by starting QF-Test indirectly via

psexec -i

Psexec is a tool from the free yet invaluable pstools collection from
Sysinternals, currently migrating to Microsoft Technet so I can't
provide a valid link.
