Hi, Chuck, Typically QF-Test links on the Test-Case level, but linking on the Test-Set level is also possible. The QC structure can but does not need to match the QF-Test structure. Please see also the example in http://www.qfs.de/qftest/manual/en/user_testmanagement.html#usec_qc if not already done :).
