As discribed in "Chapter 14  Elements of a test-suite" in the context of the
corresponding nodes the maximum error level attribute only influences the
run-log, not the handling of exceptions.

What you are looking for is described in the qftestJUI FAQs Nr 10 in Appendix A of
the manual ("10. When an error occurs in a test I'd like to continue with the
next test. How do I do that?").
